Kabul Bank Shareholders Owe $250m

Nearly $250 million is owing to Kabul Bank as shareholders have not paid their debts, Afghanistan's central bank chief told the country's Parliament Wednesday.

Head of Afghanistan's central bank Da Afghanistan Bank Noorullah Delawari told Afghan MPs that the offending shareholders have had their properties in Dubai and Kabul "identified".

"Shir Khan Farnood, Abdul Ghafar Dawi, owner of Gulbahar Center [Gulbahar Habibi], and Taher Zaher have not yet paid their debts to Kabul Bank," he said.

Properties they own in Dubai and Kabul, valued up to $250 million, has been identified, he added.

Paktia's MP Sayed Ishaaq Gilani listed more shareholders who had debts owing.

"Those shareholders who have not paid their debts yet are Mahmoud Karzai, Hassin Fahim, Haji Taher, Behzad, Hewadwal, Haji Khalil, Kabul Oil Company, Payenda Mohammad, Naseeb Food, Nesar Ahmad, Taher Limited and Pamir Online."

Some other MPs criticized the management of Kabul Bank saying that since the government took control of Kabul Bank it lacked proper management and misused resources.

One MP suggested funds had been stolen from the bank, but did not give any details.

"Since the government took control of the bank, its employees are not working properly. $20,000 has been stolen from the bank recently," Nangarhar MP Sayed Akram said.

A delegation comprised of representatives from the Ministries of finance and justice went to Dubai recently to identify the properties of Kabul Bank's shareholders.

It was revealed early April that the Afghan government plans to sell the bank and it set a two-month deadline for the full repayment of the loans illegally received.

The government seized control of what was Afghanistan's biggest commercial bank in 2010 from the owners after it lost more than $800 million of depositors' money through illegal insider loans.

Kabul Bank's share issue was point of contention between Afghan Parliament and the Ministry of Finance on the approval of 1391's fiscal budget.
